Oregon Infectious Waste Regulations 


The focus in Portland is around livability and sustainability, this approach is a statewide attitude and extends beyond urban planning in Portland and into Oregon’s healthcare system. A multi-year study by Portland State University in 2016 found that Oregon’s innovative approach to healthcare, which involves investing in primary care has saved the state and America more than $240 million. The state also aims to be pragmatic in the handling, treatment and disposal of medical and biohazardous waste, which is managed by the Oregon Department of Environmental Quality. 

The regulatory framework in Oregon is complex and specifies if the medical waste generator produces more than 50 pounds of waste in any given calendar month, all pathological waste, biological waste, cultures and stocks should be treated and disposed of within 7 days of generation. The only exceptions to this are if the waste has been refrigerated between 33 and 48 degrees Fahrenheit, or frozen at less than 32 degrees Fahrenheit.

Waste Classification

Medical waste is a solid waste generated as a result of patient diagnosis, treatment, or immunization of human beings or animal. Medical waste, other than infectious waste or hazardous wastes, may be disposed of without special treatment in permitted municipal solid waste landfills, if such disposal is not prohibited in the permit.

Storage Requirements

Oregon state requirements mandate:

Infectious waste shall be segregated from other wastes by separate containment at the point of generation. Sharps shall be contained for storage, collection, transportation and disposal in leak proof, rigid, puncture-resistant containers;

Infectious waste shall not be compacted before treatment and shall not be placed for collection, storage or transportation in a portable or mobile trash compactor. Infectious waste contained in disposable bags shall be placed for collection, storage, handling or transportation in a disposable or reusable container with tight fitting lid. Each time a reusable container for infectious waste is emptied, the container shall be thoroughly washed and decontaminated unless the surfaces of the container have been protected from contamination.
