No. While solutions like Secure a Drug and RX Destroyer are designed to meet DEA standards for controlled substance disposal, they do not alter the hazardous characteristics of RCRA substances. A RCRA hazardous waste is still hazardous after being rendered non-retrievable, and must be treated accordingly.
